Runic Power Japanese Translation

It is just a Japanese translation configfile ONLY of Runic Power. It is a work in progress to use with a friend. Translation is only for the creation portion and the detail portion that provides tooltip display, as the runes will not appear in the creation menu if the magic name is translated. The mod does not have a localization mechanism, so translations are extrapolated in wackyDatabase. Since wackyDatabase is used, it is assumed that everyone is a Japanese speaker when deployed on the server. This should not be a problem for single users.
